Josh joined NHEC in 2025 and serves as the Chief Broadband Officer. In his role, he is responsible for managing all aspects of NHEC’s broadband subsidiary, NH Broadband. Prior to joining NHEC Josh was the Chief Operating Officer of Hilbert Communications (dba Bug Tussel) and was responsible for overseeing the day-to-day operations, ensuring seamless service delivery and optimization of key functional areas, including construction, network management, customer experience and sales. He led the organization through the development of an FTTH program that was deploying fiber to underserved communities in rural Wisconsin.

Prior to Hilbert Josh was the Vice President of Commercial Operations for ATN International (Nasdaq: ATNI). He oversaw all aspects of commercial activity in ATN markets. He was responsible for Sales, Marketing, Product, Program Management, Strategic Planning and Fiber Construction. He helped lead the digital transformation of the incumbent communications provider to become the leading fiber provider in its respective markets.

Mr. Holbrook holds a B.S. degree in business administration from the University of South Carolina and an MBA degree from Boston University.
